Data Analysis & Evaluation Officer

Responsibilities:
While working in close cooperation with the other units within the project and under direct supervision of the Head of Monitoring & Evaluation (M&E) Unit, the Data Analysis & Evaluation Officer shall perform the following main tasks:
- Specify the appropriate indicators which will allow PRF to monitor and evaluate PRF outcomes, implementation progress and impact.
- Facilitate external impact evaluation: making sure the rigorous impact evaluation for PRF II with quantitative and qualitative components which include: (i) Baseline Survey; (ii) Follow up Survey; and (iii) Final Survey.
- Oversee, facilitate and provide assistance to external consultant to conduct external assessments and studies: (i) Beneficiary Assessment and ethnographic studies; (ii) Technical Quality Assessment; (iii) Beneficiary Satisfaction and Utilization Assessment; (iii) Cost effectiveness Assessment; and (iv) Capacity Building Assessment.
- Work closely with the Management Information System (MIS) Officer and his/her Assistant to ensure that PRF MIS system captures all data necessary to monitor PRF achievements towards expected results and objectives.
- Ensure the regular dynamic reports are issued by the MIS team, analyze the data provided and report regularly to management on findings. These include regular monitoring of physical progress and funds disbursements of sub-projects’ implementation.
- Oversee the all reports (in both Lao and English) prepared by the Reporting Officer to ensure that the content contained in the reports is consistent with the guidelines and requirements of PRF, the government and donors.
- Provide the outcomes of the data analysis to the Reporting Officer so that they can be included in the different reports.
- Initiate to analyse and monitor necessary data or issues which reflects to project’s achievements and lesson learned
- Contribute to produce extra reports as required by the project management team and outside partners.

Required qualifications and experiences:
- A university degree in Social Sciences, Development Studies, business administration or a related field.
- At least 3 years work experience in Monitoring and Evaluation, data analysis and report writing.
- Working knowledge of project planning and implementation
- Strong analytical and reporting skills
- Fluency in written and spoken English is very essential.
- Comprehensive computer skills: in particular MS Word, Excel, PowerPoint and Database software
- Working knowledge of project planning and implementation
- Familiarity with government and international project operations disciplines is an asset.
- Ability to work independently and as part of a team
- Team spirit and eagerness to learn.
- Willingness to regularly travel in rural areas
- Ability to work under pressure
