The Government of Laos, with support from the World Bank and the Swiss Agency for Development and Cooperation, has set up the Poverty Reduction Fund (PRF) to deliver small scale development project including support to livelihood activities at the Koumban and Village levels. National GIS Officer ( Based in Vientiane ) |
The main responsibilities of the GIS officer is to support the Monitoring and Evaluation division of the PRF to develop the tools and data that will allow the project to produce maps in different format and train the M&E staff to use and update the spatial information related to GIS and Mapping.

Required qualifications and experiences:

A university degree in geographical, economics, social sciences, political sciences, business administration or relevant field;
- At least 3 years work experience in Monitoring and Evaluation, especially experiences in GIS and Mapping;
- Conversant in major GIS packages (familiarity with ESRI ArcGIS/ ArcMap preferred);
- Comprehensive computer skills: in particular MS Word, Excel, PowerPoint;
- Proven experiences in GIS analysis and mapping;
- Familiarity with spatial database concepts;
- Field experience with GPS technology an advantage;
- Fluency in written and spoken English is essential;
- Excellent Communication and social skills;
- Ability to work independently and within a team;
- Familiarity with government and foreign aid project operations;
- Team spirit and eagerness to learn;
- Willingness to travel in rural areas;
- Ability to work under pressure;
