Poverty Reduction Fund (PRF)

The Government of Laos, with support from the World Bank and the Swiss Agency for Development and Cooperation, has set up the Poverty Reduction Fund (PRF) to deliver small scale development project including support to livelihood activities at the Koumban and Village levels. The project is now seeking for two positions:

 

International Technical Advisor
for Livelihood Opportunities and Nutritional gains (LONG) project

The International Technical Advisor’ responsibilities are to advise the PRF-LONG national coordinator, project staff and the PRF management Team during the project preparation and the implementation of the project activities both at policy and operational level. The International Technical Advisor is expected to spend a significant proportion of the time in the field.

Required qualifications:
Essential

  • An advanced university degree in Social Sciences, Rural Development (in particular Agriculture), Economics, Development studies or other relevant field;
  • At least 7 years experience in advisory, coordination and management functions in Community Driven Development Programs, with multiple counterparts at various levels, with complex technical dimensions in the area of rural livelihood development; nutrition/well-being  and food security improvement; capacity building and social and economic development initiatives;
  • Solid relevant working experience in the field of decentralized planning, participatory rural development, including project design, implementation and monitoring;
  • Excellent communication and social skills, written and verbal and capable of building and maintaining productive relations with a range of actors, including Government officials, bilateral and multilateral agencies and NGOs;
  • Financial management skills;
  • Willingness to travel to remote areas of Laos on a regular basis;
  • Fluency in English (writing, editing, reporting and speaking);
  • Perfect command of Microsoft Office (Word, Excel, Power Point, Email and Internet).

Desirable

  • Familiarity with the Lao context, good understanding of  Lao Government poverty reduction policies and strategies, sound knowledge of Community Driven Development Projects in Laos and experience in the management of projects targeting uplands communities in rural Lao areas;
  • Experiences in developing innovative strategies and activities related to livelihood and nutrition aspects in rural development;
  • Knowledge of Lao language, culture and tradition will be considered an asset;
  • Knowledge of World Bank/IDA policies and implementation guidelines - Experience with a World Bank supported community driven development project of similar scope and context preferred (in particular with second  generation CDD programs);
  • Working knowledge of World Bank Social and Environment safeguards policies and of their application in project implementation.
