ກະກຽມຄວາມພ້ອມມອບຮັບກຸ່ມ ກຊກ ໃຫ້ອົງການປົກຄອງເມືອງເປັນຜູ້ຮັບຜິດຊອບພາຍຫຼັງປີ 2019
ໃນຕອນເຊົ້າວັນທີ 2 ຕຸລາ 2019 ຢູ່ທີ່ຫ້ອງປະຊຸມ ພະແນກກະສິກໍາ ແລະ ປ່າໄມ້ ແຂວງສະຫວັນນະເຂດ ໄດ້ຈັດກອງປະຊຸມ ຜັນຂະຫຍາຍຕົວແບບຂອງ ກຸ່ມຊ່ອຍເຫຼືອກັນແກ້ໄຂຄວາມທຸກຍາກພາຍໃຕ້ ກອງທຶນຫຼຸດຜ່ອນຄວາມທຸກຍາກ (ທລຍ) ຢູ່ເມືອງນອງ, ເຊໂປນ, ແລະ ທ່າປາງທອງ ແຂວງສະຫວັນນະເຂດ. ກອງປະຊຸມແມ່ນ ຢູ່ພາຍໃຕ້ການເປັນປະທານຂອງທ່ານ ຄໍາບຸນນັດ ໄຊຍະນົນ ຮອງລັດຖະມົນຕີກະຊວງ ກະສິກໍາ ແລະ ປ່າໄມ້ ແລະ ທ່ານ ທ່ອນແກ້ວ ພຸດທະໄກຍະລາດ ຮອງເຈົ້າແຂວງ ແຂວງສະຫວັນນະເຂດ, ຄະນະກໍາມະການສະພາບໍລິຫານກອງທຶນຫຼຸດຜ່ອນຄວາມທຸກຍາກ ໂດຍມີພະນັກງານຈາກກົມສົ່ງເສີມເຕັກນິກ ແລະ ປຸ່ງແຕ່ງກະສິກໍາ, ກົມ ພັດທະນາຊົນນະບົດ ແລະ ສະຫະກອນ, ກົມແຜນການ ແລະ ການເງິນ, ກອງທຶນຫຼຸດຜ່ອນຄວາມທຸກຍາກ ກະຊວງກະສິກໍາ ແລະ ປ່າໄມ້, ທະນາຄານນະໂຍບາຍ, ຮອງເຈົ້າເມືອງ 3 ເມືອງ ທີ່ກ່ຽວຂ້ອງພ້ອມດ້ວຍພະນັກງານ ວິຊາການຂອງແຂວງ ແລະ ເມືອງເຂົ້າຮ່ວມ ຈຳນວນ 46 ທ່ານ. ຈຸດປະສົງແມ່ນເພື່ອປຶກສາຫາລື ການເຮັດທົດລອງ ມອບໂອນຄວາມຮັບຜິດຊອບ ໃນການຄຸ້ມຄອງກຸ່ມຊ່ອຍເຫຼືອກັນ ເຊິ່ງແມ່ນຮູບການໜຶ່ງ ຂອງການແກ້ໄຂຄວາມທຸກຍາກ ຂອງກອງທຶນຫຼຸດຜ່ອນຄວາມທຸກຍາກ ໃຫ້ເປັນຄວາມຮັບຜິດຊອບ ຂອງອົງການປົກຄອງທ້ອງຖິ່ນ ໂດຍສະເພາະແມ່ນ (ຫ້ອງການກະສິກໍາ ແລະ ປ່າໄມ້ເມືອງ ແລະ ທະນາຄານນະໂຍບາຍປະຈໍາເມືອງ) ໂດຍເຮັດທົດລອງ ຢູ່ບ້ານ ພູມະລີ ເມືອງ ທ່າປາງທອງ, ບ້ານ ລະໂກ, ບ້ານ ແກ້ງກວີ ເມືອງເຊໂປນ ແລະ ບ້ານ ຕັ້ງອາໄລ ເມືອງນອງ ແລ້ວຈຶ່ງຜັນຂະຫຍາຍອອກໄປ ໃຫ້ສໍາເລັດ ໃນ 73 ບ້ານ 442 ກຸ່ມ ພາຍໃນປີ 2019 ນີ້.
ລາຍລະອຽດຜົນຂອງກອງປະຊຸມມີດັ່ງນີ້:
- ກອງປະຊຸມເຫັນດີ ປະຕິບັດຕາມແຜນການ ດຳເນີນສະບັບລົງວັນທີ 9 ສິງຫາ 2019 ແລະ ຂໍ້ຕົກລົງແຕ່ງຕັ້ງຄະນະຮັບຜິດຊອບການຜັນຂະຫຍາຍຕົວແບບຂອງກຸ່ມຊ່ອຍເຫຼືອກັນແກ້ໄຂຄວາມທຸກຍາກພາຍໃຕ້ ກອງທຶນຫຼຸດຜ່ອນຄວາມທຸກຍາກ(ທລຍ) ສະບັບເລກທີ 3577/ກປ ລົງວັນທີ 11/09/2019
- ອົງການປົກຄອງເມືອງ ແລະ ບັນດາກົມກໍ່ຄືທະນາຄານ ຈາກສູນກາງ ໄດ້ເອກະພາບກັນວ່າ ແຕ່ນີ້ຫາ ທ້າຍປີ ໃຫ້ ເພີ່ມທະວີການສ້າງຄວາມເຂັ້ມແຂງ ໃຫ້ພະນັກງານວິຊາການຂອງເມືອງ ແລະ ຜູ້ເຮັດວຽກຕົວຈິງຢູ່ບ້ານ. ນອກຈາກນັ້ນກໍ່ຍັງສະເໜີຂັ້ນເທິງ ເອົາໃຈໃສ່ຈັດການຝຶກອົບຮົມ ໃຫ້ສະມາຊິກຂອງກຸ່ມ ມີຄວາມຮູ້ຄວາມສາມາດ ໃນການຜະລິດການປູກການລ້ຽງ. ພ້ອມດຽວກັນນັ້ນ ສະເໜີຂັ້ນເທິ່ງເອົາໃຈໃສ່ວຽກ ການເກັບຊື້ໂດຍໃຫ້ມີການຈັດຕັ້ງເຮັດສັນຍາ ຢ່າງຄັກແນ່ເພື່ອຮັບປະ ກັນຄວາມສ່ຽງ ທາງດ້ານການຂາຍອອກໄດ້ລາຄາ ໂດຍເອົາຂະແໜງການຄ້າເຂົ້າຮ່ວມນໍາ.
- ກອງປະຊຸມໄດ້ເປັນເອກະພາບກັນ ສຸມໃສ່ບາງວຽກໃນຕໍ່ໜ້າດັ່ງນີ້:
1. ສະເໜີໃຫ້ທາງເມືອງ ລົງເກັບກໍາກວດກາສະພາບຕົວຈິງຂອງບ້ານເປົ້າໝາຍ ແລະ ກຸ່ມຊ່ວຍເຫຼືອກັນ ຊຶ່ງອາດຈະຈັດຕັ້ງການສະຫຼຸບຕີລາຄາຄືນ ການຈັດຕັ້ງປະຕິບັດ ກຸ່ມຊ່ອຍເຫຼືອກັນແກ້ໄຂຄວາມທຸກຍາກພາຍໃຕ້ ກອງທຶນຫຼຸດຜ່ອນຄວາມທຸກຍາກ ໃນໄລຍະຜ່ານມາ.
2. ຈາກນັ້ນ ເປີດກອງປະຊຸມປຶກສາຫາລື ຮ່າງແຜນດໍາເນີນງານຂອງເມືອງ (ແຜນວຽກ) ແລະ ໃຫ້ມີການຈັດຕັ້ງຄະນະຮັບຜິດຊອບ ຈັດຕັ້ງປະຕິບັດ (ແຜນຄົນ) ຢ່າງຄັກແນ່.
3. ຂື້ນກໍານົດຄວາມຕ້ອງການ ດ້ານການສ້າງພະນັກງານຮັບຜິດຊອບວຽກນີ້ ເຊັນຝຶກອົບຮົມດ້ານໃດ, ໃຫ້ໃຜ?
4. ສະຫຼຸບສັງລວມ ລາຍງານແຂວງ ແລະ ກະຊວງກໍ່ຄືທະນາຄານແຫ່ງ ສປປລາວ ເປັນແຕ່ລະໄລຍະ.
5. ຂັ້ນສູນກາງຈະອີງໃສ່ ແຜນຂອງທາງເມືອງຄືດັ່ງກ່າວນີ້ ເພື່ອໃຫ້ການຊ່ວຍເຫຼືອ ຕາມເງື່ອນໄຂຕົວຈິງ ໃນນັ້ນ ໃນໄລຍະທົດລອງນີ້ ກອງທຶນຫຼຸດຜ່ອນຄວາມທຸກຍາກ ຍັງຈະຕ້ອງໄດ້ ສືບຕໍ່ ໃຫ້ການສະໜັບສະໜູນ.
6. ມອບໃຫ້ກອງເລຂາຂັ້ນສູນກາງ ທີ່ໄດ້ຮັບການແຕ່ງຕັ້ງແລ້ວນັ້ນ ຮ່ວມກັບພະແນກກະສິກໍາປ່າໄມ້ ແລະ ທະນາຄານນະໂຍບາຍ ປະຈຳຢູ່ແຂວງເປັນຜູ້ຕິດຕາມຊຸກຍູ້ສະຫຼຸບສັງລວມ ລາຍງານເປັນແຕ່ລະໄລຍະ.
Appraisal the ready of the Self-help Groups (SHG) Model under Poverty Reduction Fund to district authority for control after year 2019
On 2 October 2019, meeting on expansion of the Self-help Groups (SHG) Model under Poverty Reduction Fund at Nong, Sepon and Thapangthong districts in Savannakhet province was held at provincial agriculture and forestry department. The meeting was co-chaired by Mr. Khambounnath Xayyanon, Deputy Minister of Agriculture and Forestry and Mr Thonekeo Phouththakaiyalath, Deputy of Savannakhet Governor, committee of PRF administrative board, participated by representatives of Department of Rural Development and Cooperatives, Department of Technical Promotion and Processing, Departmen of Planning and Finance, Nayoby Bank, PRF staffs, vice district governor of 3 districts concerned, provincial and district technical staffs concerned with the total of 46 participants.
The objective of the meeting is consultation of the pilot project by assigning the concerned sectors to take responsibility under the coordination of the district governance agency especially district agriculture and forestry sector and Nayoby Bank which identified four villages for pilot such as Kaengkii village, Lakoh village at Sepon district,Tang-alai village at Nong district and Phoumaly village at Thapangthong district and then will expand to 73 villages of 442 kumban in this year.
The detail of result of the meeting as follow:
- The meeting agreed to implement in line with Planning Programme dated on 9 august 2019 and appointing agreementnumber 3577/MAF and dated 11 September 2019;
- District authority, departments and banks at center level agreed that from now to the end of this year increasestrengthen district technician and who conduct at village level. In addition, propose to the government pay attention to train vocational to members of SHG that have knowledge of producing, cultivation and husbandry. Moreover, propose to the government emphasize purchasing villagers productswith doing agreement exactly in order to ensure the risk of sell out with the join of trading sector.
- Resulted that each districts have good opportunities supported for instance there are Nayobay Bank. Especially Sepon district there is paper manufacture factory that highly need of agriculture products. Beside that there are also strong SHGs coverage of high rate, which is foundation of problem solving of SHGs that are not strong yet.
However, the meeting agreed to focus on the task as follow:
1. Propose to district concerned sectors do data collection of village targeted status and SHG with evaluation of its performance in the past time.
2. After that holding the meeting to consult on the draft district conduction plan including committee structure precisely.
3. Design the need of staff creating for this task such as training on what? Who?
4. Summary and report to the provincial, ministries and bank of Lao P.D.R regularly.
5. National level will be based on district plan on above in order to meet the assistance in real condition. In pilot period, PRF is still being supporting the SHG.
6. Secretariat ofnational level were appointed that will join with provincial agriculture and forestry division and Nayobay Bank monitoring and summarize then reporting to concerned part regularly.
