Community Force Account (CFA)

Community Force Account (CFA). The subprojects are traditionally implemented through subcontracts between the VIT and contractors or suppliers. This guide introduces an alternative approach, where the communities are more directly involved in implementations. This CFA approach foresees direct employment of local skilled and unskilled workers to carry out subproject activities using labour-based technologies. Local materials are also collected directly by the community. Materials that are not available locally and activities that require technical skills or equipment not available locally, will continue to be subcontracted to suppliers and contractors.

 

Benefits and challenges. This has important benefits for local communities, in creating local employment and developing organizational skills. However, it also introduces challenges in the management of workers and in ensuring the quality of works. The approach is therefore more suitable for subprojects that are not technologically complex and that have a high potential for using unskilled labour, and then only with the full commitment from the communities concerned.
