For Consulting Services to Micro-Finance Assistant

 

The Government of the Lao People’s Democratic Republic has received financing from the International Development Association (IDA) of the World Bank and Swiss Agency for Development and Cooperation (SDC) towards the cost of the Poverty Reduction Fund III - Additional Financing and intends to apply part of the funds to cover eligible payments for hiring the Consulting Services to Micro-Finance Assistant.

 

The primary objective of Micro-Finance Assistant is to assist Micro-finance Specialist and Head of LN to monitor Livelihood Activities to monitor and ensure effective implementation of the micro-finance systems and guidelines on the ground by Self-Help Groups (SHGs), Production Groups (PGs) and Village Self-Help Group Committees (VSMCs). MFA will follow up and obtain all required data and reports from the district team including District Coordinators, Monitoring & Evaluation and Livelihood (DCMEL), District Finance, Administration and Micro-finance Officer (DFAMO) and Young Graduates (YGs) and enter and update the data in the MIS system, development of guidelines, planning and compliance monitoring, and assisting Micro-Finance Officer in related technical trainings and other capacity building activities.

 

The Poverty Reduction Fund Project now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information including CV with description of similar assignment demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The Consultants eligible to apply for the Micro-Finance Assistant include the following:

 

-         

At least bachelor or equivalent degree in accounting, finance, economics or statistics;

-         

At least 3 years work experience in themes of rural micro-finance performance;

-         

Strong Passion on Rural Development and Poverty Reduction through Community Driven Development Approach;

-         

Ability to work in a multicultural setting and Rural Remote Condition;

-         

Understanding of gender mainstreaming;

-         

Primary comprehensive knowledge of SHGs best practices, especially with regard to the provision of financial services in rural areas for agricultural and non-agricultural activities;

-         

Proven technical expertise in all facets of micro-finance development;

-         

Knowledge of participatory approaches for capacity building.

 

The successful consultant will be selected under Individual method in accordance with the procedures set out and the attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018, which can be found at the website: www.worldbank.org/procure.
